Before the vote, there were widespread allegations of rule-breaking by bidders and favor-seeking by the FIFA ruling committee. Two voters were suspended by FIFA following a cash-for-votes sting by British newspaper The Sunday Times.
Among nine voters who have since left FIFA, Mohamed bin Hammam of Qatar was banned for life by the governing body in 2012 for financial wrongdoing when leading the Asian Football Confederation.
Garcia's investigating team is focusing on FIFA board members. Since October, the team has been seeking interviews www.rsore.com with officials from the nine World Cup bid committees.

Maybe it was since i didn't know anyone else playing the game before I started. Maybe it was since i remembered the Runescape quest a few years before that forced male players to briefly existing with a female avatar to accomplish a quest string. Maybe it was another thing entirely. Whatever the reason, in that one area of my life I was prepared to try out expressing myself as female. I picked the screen name that would show that I was a female player. More than Five,000 extra seats that formed part of the famous Train Stand at Dunedins Carisbrook will take on a new lease of life at the Albany stadium bringing its capacity up to 25,000 when it plays host to FIFAs second largest global football event from 30 May to 20 June 2015.
The seats, which were auctioned off last year as part of a Circular fundraising initiative, were bought following a $100.000 funding boost from the LOC of the FIFA U-20 Globe Cup New Zealand 2015.
Dave Beeche, CEO of the FIFA U-20 World Cup New Zealand 2015 described the investment like a fantastic legacy for long term sporting events in Auckland.
"We wanted to purchase projects that make a real difference, not only in regards to environmental sustainability, but also to New Zealand sports activities fans who we hope to determine come along and support the Worlds best young football players in 2015.
"The chairs will create a new fan area for the FIFA U-20 World Cup which is designed to appeal to the big youth football-playing community in this country," Beeche said.
The new seats will form part of a significant upgrade for the stadium in order to coincide with its hosting from the FIFA U-20 World Cup in 2015 and will replace the current banking institutions at the ends of the stadium.
North Harbour Stadium Manager, Brian Doherty, who travelled to Dunedin to collect the new seats, said he was delighted that they are able to give the once famed blue seats a chance to seat sports fans again.
"I realize that many sports fans in this country have fond memories of Carisbrook, it was a truly iconic sports ground so were delighted to be able to recycle these chairs and give them a new home in Auckland where they will assistance to create many more memorable moments for Kiwi sports fans, and just what better way to kick their new legacy off with the worlds biggest game coming to New Zealand seen by over 170 million people in over One hundred countries around the world".
Work on the new seating will begin later this year once the winter sports season is over.
"We want to ensure that there is very little disruption to our current sports programme as possible and so we wont start construction until Sept 2014, with the new seating complete by April before the Fifa world cup tournament," Doherty added.
As well as hosting the final of the FIFA U-20 World Cup New Zealand 2015, Northern Harbour Stadium will phase the opening match, four very first round matches, one round of 16 match plus a quarter and semi-final.

I think it would be right for any Bandos followers to pay their own respects to their soon to be lifeless God. I think this should happen. Even though Im not a Bandosian, Im a Guthixian and supported runescape gold Armadyl during The Bird and the Beast, I think it would be unfair if the Bandosians didnt have a homage event to remember their Lord as I did for my own.
What would happen?
Depending on how Bandos dies, if his body becomes to ashes or becomes a useless husk (like Skargaroth and Guthix) sitting upon his throne/tower. If he does become a ?¡ãstatue perhaps this could be an Ex-Bandosian memorial site, the statue to be the body of their dead God.
What could happen is that the player has to help the Ex-Bandosian forces (mainly Goblins and Orcs) to decorate the final relaxing place of their God, perhaps by collecting items associated with War (weapons/armour). Another way to help could be by laying bodies of Bandosian warriors to rest within a catacomb system below the Tower, this could become a dungeon after the event is finished.
After the Tribute event has ended, a good Altar to Bandos would be placed in front the base of the tower and act as a normal ceremony that could possibly boost the players melee fight stats (Attack, Defence and Strength).
